Dear Dr. Feldman:

Thank you for your letter of July 25, 2002, concerning the Environmental Assessment and Programmatic Agreement for the Washington Monument Grounds Revised Development Concept and Visitor and Security Improvements.

As your letter notes, the Commission staff is currently reviewing this project and is considering the issues you have identified, as well as other concerns. The Commission staff will review the relevant comments of concern expressed during the National Environmental Policy Act (NEP A) review process as part of their Executive Director's Report. This review will include consideration of the issues you have highlighted in your letter. However, the Commission cannot speak for conclusions expressed by the National Park Service's July 22, 2002, Finding of No Significant Impact. The completion of a Finding by the lead federal agency does conclude the NEPA review process in accordance with the applicable regulations.

Regarding the Programmatic Agreement developed pursuant to Section 106 of the National Historic Preservation Act, I am informed by staff that a meeting has been requested by the Park Service, in accordance with the provisions of the Agreement, and is scheduled to occur on July 30, 2002 at the Park Service's offices, which will further address the concerns of signatories to the Agreement process.

This letter is to further advise you that a special meeting of the Commission has been scheduled to review the Washington Monument project on August 15,2002 at 12:30 PM at the Commission's offices at 401 9th Street, NW. We believe that this schedule will provide concerned citizens with ample opportunity to submit their written comments within the time period available and present information before the Commission.
